Specifications include, but are not limited to: Fulton County, Georgia (“County”) is seeking proposals from qualified firms to acquire and implement a comprehensive, end-to-end, organization-wide agenda automation and legislative history software system that will accommodate its expanding needs, improve access to information, streamline agenda preparation and management processes, clarify and improve agenda access and access control in order to replace its existing system. The comprehensive Agenda Management System Solution must have the ability to include policy information management, voting system and tracking system specifically capable of the generation and maintenance of agenda documentation for use by the Fulton County Board of Commissioners, various other County Boards, commissions, committees, employees and citizens. The new solution must have an integrated or easy to integrate third party Boards & Authorities module. This project will consist of the following: Acquisition of software, hardware, licenses, professional services, and data conversion/migration. Recommend the required infrastructure to support the Agenda Management System is also within the scope of this project. Provide data migration from the existing system to the proposed system is an important part of this project and a critical success factor in this project. Provide training, and on-going system maintenance and support. While the proposed solution must recommend any additional enhancements over the existing system the proposed solution must have specifically the following enhanced features over the current SIRE System: Need a Timing component/timer with ability to stop & start for each speaker (e.g. speaker management). Ability to compile functional packets. Agenda/Post Agenda/Minutes storage Save as you go. Report that can calculate agenda. Voice Recording, Audio & Video Streaming Ability to quickly respond to an Open Records request. Multi-layered Security. Ability to research past events. Ability to have formatted extracts of the agenda that is printable. Have each item identified by ID No. Must have the ability to have cut off deadlines days before the BOC meeting. With an ability to allow emergency change. Must have an Integrated or easy to integrate Boards & Authorities module. Must have an integrated spell check feature Must have the ability to auto-number agenda items (numeric ordering) Must have the ability to generate agendas from a draft format Speakers Queue. An on-demand BOC speakers queue even when a vote has been opened with the ability to be timed. Nice to have an integrated or easy to integrate Voice to Text Application. Nice to have an ability to send out Alert Notifications.
