The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services, intends to award a sole source, firm-fixed-price purchase order to Abbott Molecular, 1300 E. Touhy Ave., Des Plaines, Il 60018 under the authority of FAR 13.106-1(b)(1)(i). The anticipated award is for commercial services and is valued below the Simplified Acquisition Threshold (SAT).
This procurement is for urgent maintenance and OEM support services for m2000 Realtime PCR Platform used by the required services include: CDC International Laboratory Branch (ILB), Division of Global HIV and TB/Global Health Center..
Preventive and corrective maintenance
OEM software and firmware updates
Quality assurances
Technical support from certified personnel
Replacement parts and accessories, as needed
Due to the high-risk public trust sensitivity, this requirement is also considered to have only one acceptable source, consistent with the conditions described in FAR 6.302-1, but will be processed under the Simplified Acquisition Procedures of FAR Part 13.
Abbott Molecular is the original equipment manufacturer (OEM) and the only known source with access to the proprietary components, diagnostics, and service infrastructure necessary to support various proprietary of the m2000 Realtime PCR Platforms system in accordance with manufacturer specifications.
This notice is not a request for competitive quotations. However, responsible sources that believe they can meet the Governments requirement may submit a capability statement demonstrating their ability to perform the required services and their OEM authorization. Responses must be received no later than the deadline listed above and must reference this notice.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
