Market research is underway to identify qualified suppliers with demonstrated data access, expertise, capabilities, and experience necessary for both qualification and production of the multiple Joint Service Electronic Combat Systems Tester (JSECST) National Stock Numbers (NSNs) and Part Numbers (PNs) specified in this document.
ITEM DESCRIPTION:
The National Stock Numbers (NSNs) and Part Numbers (PNs) specified above are critical components of the AN/USM-670A Joint Service Electronic Combat Systems Tester (JSECST).
IMPEDIMENT TO COMPETITION:
Textron Systems Corporation cage 97384, as the original equipment manufacturer, maintains exclusive possession of all technical documentation including data, drawings, and schematics necessary for this requirement. The Government lacks proprietary rights to any technical information that could be released to alternative sources. Consequently, Textron Systems Corporation remains the sole identified manufacturer with the requisite technical knowledge, production facilities, engineering expertise, and documented performance specifications to ensure these components meet critical form-fit-function requirements and maintain full system compatibility.
INTEREST:
The Defense Logistics Agency (DLA) Contracting Office plans to award a sole-source contract to Textron Systems Corporation for manufacturing all specified National Stock Numbers (NSNs) and Part Numbers (PNs) required by the Joint Service Electronic Combat Systems Trainer (JSECST) Program. These components constitute an integrated requirement that cannot be subdivided into separate bidding packages. Interested parties may submit capability statements by October 22, 2024, to Benjiman Morris at benjiman.morris@us.af.mil . This procurement will proceed under Other Than Full and Open Competition in accordance with Federal Acquisition Regulation (FAR) 6.302-1, 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
