B. General Scope: The completed Plan must be a cohesive, unified Plan that readily identifies opportunities for collaboration between jurisdictions, as well as where the vision for each jurisdiction may diverge, and how those disparate visions can be achieved in harmony with one another. Due to the potential scale of such a Plan, it should be concise, easy to read, and utilize visual storytelling to explain complex ideas. In addition, the Plan should be organized and designed to ensure elected and volunteer officials, staff, and community members from each jurisdiction can easily and effectively use the Plan on a regular basis.
