RFP-11-07-EE - Investment Consulting Services

Summary of Specifications:
UWF desires the most thoroughly developed and highest quality professional services available. The Consultant shall furnish to the University the following described services: 

1. Facilitate the process of developing investment goals and objectives for investable University funds. 

2. Work with the University Investment Committee to develop, recommend, and periodically update asset allocation and investment strategy in furtherance of defined investment goals and objectives. 

3. Research and make recommendations regarding the selection of money managers/investment alternatives resulting in an appropriately diversified portfolio which maximizes investment objectives within the University’s risk tolerance. 

4. Provide reporting on at least a quarterly basis outlining the performance of the portfolio components and comparing that performance to the overall market as well as to established benchmarks. 

5. Attend and/or present at meetings of the University’s Board of Trustees or Investment Committee as requested. 

6. As a minimum, all of the following services shall be provided: 

• Risk Tolerance Assessment • Portfolio Cash Flow Needs Assessment and Analysis • Investment Objective Determination and Measurement • Investment Policy Statement Review and Construction • Modern Portfolio Theory-Based Asset Allocation • Initial Manager Selection • Manager Probation and Replacement Triggers • Asset Allocation Rebalancing Triggers • Comparative Performance-Based Ranking • Comparative Performance Assessment • Investment Policy Statement Compliance Testing • Ongoing Manager Searches (with no limitation on the number of searches) • Trustee/Committee Counseling and Training • Annual Due Diligence in Accordance with AICPA Guidelines, as necessary 

Included is the commitment to meet with the Investment Committee no less than quarterly, make presentations to the full Board on an as-needed basis (the Board meets quarterly), and to be available to staff as needed (anticipated to be frequently).
