Each type should be very similar to repair. How were the previous inspections logged and tracked? The previous contractor logged and tracked the inspections. Is there a current a list of VA stock fire extinguishers (reference question 3, B.3 Performance Work Statement) There is a list however it needs updating, the Quote should be based on the number of extinguishers described in the Statement of Work.
