Specifications include, but are not limited to: he Vendor shall provide Florida HIE services, including: a. An encounter notification service that delivers health care encounter alerts to Florida Medicaid Managed Care Health Plans and other eligible covered entity subscribers. Participating data sources securely transmit admit, discharge, and transfer (ADTs) messages on patient encounters to the Vendor. Incoming ADTs are compared to subscribed patients hosted in a Master Patient Index (MPI), with matched notifications routed to subscribing organizations. Subscribers obtain authorization prior to including patients on their patient panel to allow behavioral health data to be included based on limitation of explicit consent in Florida law regarding the sharing of behavioral health data. Notification formatting, frequency of alert delivery, and delivery method are customizable based on subscriber preference. Subscriber customization allows for inclusion of smart alerts and bridge alerts (see definition section.) The encounter notification service must have the ability to integrate with the emergency patient look-up system. The notification service can allow hospitals to meet the Conditions of Participation (42 C.F.R Parts 482 and 485) included in the Centers for Medicare and Medicaid Services (CMS) Interoperability and Patient Access Final Rule, upon the date of required compliance by the rule, requiring hospitals to transmit electronic event notifications to providers. Restricted self-pay and substance abuse treatment encounters must be filtered by the data source facilities. b. Query exchange or Patient Record Exchange is a method of health information exchange (HIE), where a user searches for a patient’s health information across one or many clinical data sources, and can be done locally, statewide, and nationally. Queries use Cross-Community Access (XCA) standards, as defined by IHE, and return the information in the form of Continuity of Care Documents (CCDs). The Florida HIE encourages health care organizations to connect to the national exchanges (eHealth Exchange, Carequality, CommonWell) or to regional/enterprise HIEs to support CCD transactions.
