Specifications include, but are not limited to: 1) Design Services. a) Develop an overall master plan of the park and corresponding build-out plan in a phased approach to include: i) Site Master Plan for the park ii) Capital Plan for full build-out and Funding Options iii) Phasing Plan with estimated costs for each component iv) Master Utility Plan (to include, but not limited to: water, sewer, power, stormwater) to serve each phase/building v) Financial Plan to develop and operate the park b) Working with City, County and YMCA staff, develop and execute a community outreach strategy for the planning and design process. The community outreach strategy should identify the stakeholders for the planning process and provide the communication tools for outreach and engagement to the identified stakeholders. The communication tools may include press releases, fact sheets, emails, web site postings, social media, print materials, advertising, and citizen surveys. c) Site analysis and full survey for best layout of co-located recreation department and YMCA activity based on guidance from the City and the YMCA of Central Florida. This includes the firm’s due diligence for civil site work and soil analysis. Additional input should be collected and included from YMCA design-specific firms such as GRO Development. d) Site analysis for best and most effective use of park areas and amenities to provide an overview of community needs. e) Facility analysis on the current Golden Triangle YMCA building and pool to determine if any or all portions could be renovated into the new facility, or if a complete rebuild is necessary. *NOTE: YMCA facilities must remain open and accessible to members during the construction process.
