Specifications include, but are not limited to: Payroll is performed biweekly for all regular employees and monthly for elected officials. In addition to processing bi-weekly payroll, the Finance Department handles employee on-boarding, benefits administration, including enrollment and changes, and Human Resources compliance matters. The City provides numerous benefits to its employees, including health, dental, vision, other voluntary supplemental plans, flexible spending and health savings accounts, pensions through ICMA-RC and Florida Retirement System, and other miscellaneous payroll deductions.The City uses Tyler Technologies Munis for Payroll/HR processing. The City understands that the selected firm may wish to utilize its own software, and requests proposers provide a full list of their software’s functions and capability, as well as a plan to import the City’s current data into their software.Bidding blanks, filing instructions, and specifications may be obtained in the Office of the City Clerk.
