1. PURPOSE The intent of this scope of services is to provide the equipment requirements for a power outage emergency beacon (POEB) assembly for signalized intersections and the emergency transfer switch for traffic signal applications district-wide (Hillsborough, Pinellas, Pasco, Hernando, and Citrus Counties), as well as installation requirements for both assemblies. 2. POEB ASSEMBLY 2.1. The POEB assembly shall include all equipment needed for a complete and fully functional installation for one intersection, including controller cabinet, solar panels, batteries, dual voltage light emitting diode (LED) signal module replacements and all cabling, miscellaneous parts and pieces. 2.2. The POEB assembly shall operate only after complete loss of power at a signalized intersection. This would be at the point that the signalized intersection’s indications are dark, the local utility company has lost power, and the uninterruptible power supply (UPS) has expended the usable battery life. 2.3. The POEB will provide signal indications for each vehicle approach per the flashing sequence defined by the operating agency and Florida Department of Transportation (FDOT). The signal indication shall flash at a 60 hertz (Hz) rate. The flashing indications are active only after complete loss of power. These indications are provided to the motorist as an additional warning that a signalized intersection is present, but the normal signal is inoperative, and the signal heads are dark. 2.4. The POEB cabinet will run off battery power and shall be capable of powering eight 12-volt direct current (VDC) LED 12” signal indications and shall be wired to monitor the traffic signal cabinet power. 2.5. POEB controller and batteries cabinet contains: 2.5.1. Two each minimum 105 ampere hour (Ah) 12-volt batteries designed for solar installations.
