The scope of this ITN includes, but is not limited to, the following: 1. Lease Term and Negotiation: a. The final lease term will be determined during the negotiation phase. b. Negotiations will include detailed discussions regarding lease duration, renewal options, and any additional terms relevant to both parties. 2. Proposed Cell Tower Location: a. Offerors must identify and propose multiple alternative sites within the property for potential tower placement and must demonstrate efforts to ensure the tower does not interfere with park or utility operations. b. Offerors must coordinate with the Public Safety Division and Public Utilities Department (P.U.D.) to ensure proper integration and functionality. c. Each proposed site must be evaluated for: i. Technical feasibility: Coverage area, signal strength, and connectivity. ii. Environmental impact: Consideration of local wildlife, vegetation, and minimal disturbance. iii. Accessibility: Proximity to existing infrastructure and ease of maintenance access. 3. Cell Tower: a. The Offeror agrees to construct a monopole tower (the “New Tower”) of at least one hundred sixty feet (160') capable of receiving an additional 20’ extension for carrying the potential use for the Collier County Public Utilities District and Public Safety communications needs. A mono-pine type tower is optional. b. The top 20 ft will be reserved for use by P.U.D. and Public Safety if so requested, unless written confirmation is received that the space will not be needed now or in the future. c. The monopole tower must be capable of accommodating no fewer than three (3) wireless communications carriers and the proposals submitted shall demonstrate how this collocation will be accomplished. d. Land, foundation, tower, and access ports shall be so configured and designed as to accommodate at least six (6) colocators, their respective support and ancillary equipment as well as any of P.U.D.’s or Public Safety’s Equipment which can be reasonably foreseen. e. Each Offeror agrees to sublet or co-locate to a non-affiliate for all or a portion of its leasehold interest to service providers. f. The monopole tower shall meet Telecommunications Industry Association (TIA)/Electronic Industries Alliance (EIA) standards for Steel Antenna Towers and Antenna Supporting Structures, or subsequent revision if adopted as a standard and all other standards required by the local, state and federal government prior to the commencement of the design phase. g. The monopole tower shall have a rating to meet current wind load standards for the area, based on the Florida Building Code. h. The monopole tower must be designed for no more than a one (1)-degree twist and sway in standard conditions. i. The Offeror selected shall design and construct a foundation compatible with all specifications required by the local, state and federal government regulations and requirements. j. All foundation and tower designs must be prepared, signed and sealed by a structural engineer who is licensed, certified and registered in the state of Florida as a professional engineer and shall be submitted to the Collier County Growth Management Division (GMD) permitting office. k. The Tower and all related structures must conform to the local, state, or federal most current version of the wind loading requirements. The above approvals are in addition to the approval of the Federal Aviation Administration (“FAA”).
