INTRODUCTION
This Sources Sought is issued and intended for market research and planning purposes only. It will be posted for 15 calendar days starting on May 20th, 2025. The purpose of this Sources Sought is to survey industry interest and to identify industry capability. Any information provided by industry to the U.S. Government is strictly voluntary and at no cost to the U.S. Government. The U.S. Government will not reimburse vendors for any preparation/submission costs. This is not a Synopsis or a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the U.S. Government to acquire any products or services. The information requested by this Sources Sought will be used by Naval Air Systems Command’s (NAVAIR) F-35 Lighting II Joint Program Office (JPO).
The JPO is looking to procure 120 inert Flexible Linear Shape Charges (FLSC). The FLSC is an inert charge holder, SILICONE 12 IE-Y250012 FLSC, tin material intended to support the program of record’s FLSC training program throughout the enterprise.

The primary work locations for this requirement will be in Eglin Air Force Base, Florida.
REQUIRED CAPABILITIES
- The contractor shall produce 120 FLSCs. Units shall be delivered to Eglin AFB F-35 Academic Training Center less than 6 months from the date of contract award.
- Identification of Inerts Marking shall be controlled to prevent identification of the INERT as the explosive loaded FLSC. The INERT FLSC shall be permanently marked with the word "INERT", a unique INERT serial number, and the item nomenclature. The unique INERT serial number will be supplied at time of award. The INERT FLSC shall be permanently marked with the statement “NOT FOR USE IN AIRCRAFT”. Words pertaining to explosive devices such as "Explosive" or “Propellant" shall be omitted. Warning Labels shall be omitted from the INERT FLSC. Lot numbers shall be omitted in order to prevent commingling of inert and explosive units.
- INERT Final Inspection Units shall be verified to be INERT (contain no explosives or residue). Units shall be 25 feet in length to fit the specification. Units shall have the proper INERT markings and identifications.

2. Delivery: The capability statement package should include relevant experience in manufacturing, inspection and testing of FLSCs. 3. Response Date: Submissions must be received via email no later than 1:00 p.m. Eastern Standard Time on 4 June 2025.
4. No classified information shall be submitted in response to this Sources Sought.
