The Florida Department of Health, Early Steps Program has a need to purchase a standards-based instrument for comprehensively assessing early child development. The assessment instrument must be a standardized, individually administered assessment of key developmental skills in children from birth to three years of age to be used as a source of information in eligibility determination, and to assess children’s strengths and needs to determine necessary interventions. It must measure developmental milestones in the following global domains: Social-emotional, communication, adaptive, motor, and cognitive. It must be easy to use, include hands-on objects that are designed to engage children within this age group. In addition, it must have both paper and electronic forms available, as well as the ability to administer tests online and offline with electronic scoring. It is important that this instrument will allow the evaluator to choose the appropriate domains necessary for individualized needs, rather than completing all five domains at each assessment.
