A. Remove all surplus items from County property each month and store those items on Contractor’s site until auction occurs. B. Return reports in an electronic format for use by County staff. C. Provide an auction site within an eighty (80) mile radius of Volusia County to ensure residents of the County attendance without undue travel issues; D. Be open and available to the public per the County’s policy for sale of surplus items with no admission fees, access charges or bid deposits; E. Submit a written annual schedule, if applicable, of all anticipated auctions when requested by County Project Manager or designee; F. Be licensed in the State of Florida as an auto dealer and be responsible for all vehicle title transfers and related title issues at the time of sale in accordance with all Florida Department of Motor Vehicle (DMV) requirements; G. Submit proof of possessing all licenses and permits required to conduct auctions; H. Comply with all applicable local, state, and federal laws and regulations; I. Sell property to the highest responsible bidder; J. Collect all sales tax, and make restitution to the State in accordance with all requirements; K. Offer internet auction services; L. Maintain a mailing list of prospective buyers and mail/e-mail information on a regular basis to the prospective buyers to ensure interest in the process and to ensure participation from a wide variety of persons; M. Maintain an active website and post auction information or brochures with a sales schedule, if applicable, on said website; N. Include County of Volusia’s items on Contractor’s website; O. Maintain records and reports considered necessary by the County, other than those routinely provided by the Contractor; P. Provide requested reports along with the monthly remittance to the County by the 10th day of the month following the auction; Q. Pick up and transport vehicles in a timely manner, working closely with the Fleet department to ensure knowledge of the schedule, the receipt of titles, and removal of appropriate vehicles, as required; R. Pick up all other (non-titled) items prior to the monthly auction date and store all items under roof and in-doors at all times; S. Be responsible for items once removed from County locations; T. Call each County custodian submitting items on current surplus property list to coordinate the date and time of pick up in their area; and, U. Require all staff have identification in the form of a company logo shirt, badge, or vest when on County property.
