RFQ 10-21 - Asbestos Hazard Emergency Response Act Management Plan

The Santa Rosa County School District is requesting quotes for asbestos consulting services in accordance with the AHERA(Asbestos Hazard Emergency Response Act). We are looking for AHERA Management Plan conducted by an EPA-accredited asbestos Management Planner. 

Scope of Services:
In accordance with AHERA, all schools are required to have an AHERA Management Plan listing the location and condition of all ACBM(asbestos containing building materials) conducted by an EPA-accredited asbestos inspector. The Awarded Contractor will review the asbestos program documentation currently stored at the school, if available. Based on the documentation on file there, the Awarded Contractor will confirm that a summary of each asbestos response action and preventative measure is completed, and a copy placed in the appropriate management plan. Where a management plan is not available, one will be created. The Awarded Contractor will also review these records to evaluate other aspects of the asbestos program required under AHERA such as employee training, periodic surveillance inspections, notifications to staff and parents, and an operations and maintenance program. Recommendations for actions that should be taken in addition to conducting the AHERA 3-year reinspection’s will be provided to Santa Rosa County School District(SRCSD) and the Awarded Contractor will assist SRCSD’s Local Education Agency (LEA) Designated Person in developing a resource library of material useful in executing the asbestos management program.

The following services will be provided for each facility that has had an AHERA asbestos inspection and has not had all ACBM removed:

AHERA Inspection/Sampling shall consist of the following:

• Awarded Contractor will review the previous reinspection reports for each facility; review the available documentation of abatement projects; and interview school administrative and maintenance personnel to determine the location and quantity of ACBM removed since the last reinspection.
• A Florida EPA-accredited inspector will conduct a visual survey to assess the presence and condition of previously identified ACBM within each facility.
• The EPA-accredited inspector will conduct bulk sampling of previously non-friable ACBMs that have become friable (if previously only assumed to be ACBM).
• Awarded Contractor will sample any suspect material that was previously unidentified or where conflicting information exists from previous reports. (Note: materials that appear to have been replacements for ACBMs that have been removed will not be sampled).
• Analysis by the EPA recommended Polarized Light Microscopy (PLM) Method will be conducted. If PLM results indicate levels between “trace” and 10% asbestos, the Client has the option to analyze the samples further by PLM Point Count Analysis to better quantify the asbestos content or assume the material to be asbestos containing. Materials having point count results <1% asbestos are considered non-ACM. If the Client chooses this analysis, additional charges will be incurred.
• The EPA-accredited inspector will assess the presence, condition, friability, and hazard potential of all suspect ACBM.

• An EPA-accredited management planner will review the information collected by the inspector to determine what response actions may be necessary.
• The client will be provided with a written report for each school to include an asbestos management plan and operations and maintenance program, If warranted. The report will include a statement of the scope of work; a reinspection form summarizing the location, quantity and condition of the ACBM; and copies of the certifications for all personnel involved in the reinspection. If the inspector notes significant changes in the condition of ACBM, recommendations for response actions will be included in the report.
• Each report will be reviewed and signed by the Awarded Contractor's Florida Licensed EPA-accredited Asbestos Management Planner and Florida Licensed Asbestos Consultant.
