Pinellas County seeks a developer and operator of a youth sports complex to add to the County’s existing tourism infrastructure, boost tourism revenue to the County, and generate additional economic activity throughout the region. • Development: Pinellas County seeks respondents who are able to develop a youth sports complex to: o Transform a portion of the large, underutilized Toytown Site into a regional economic asset; o Increase space and capacity for youth to participate in active recreation; o Form a financial agreement and partner with the County on site preparation, development, and asset delivery. • Operations: Pinellas County seeks respondents responsible for the ongoing management, quality, and financial success of a youth sports complex. Respondents should be able to: o Operate independently from public subsidy; o Generate ongoing tourism dollars (hotel nights, spending at local restaurants, etc.) related to youth sports; o Provide high-quality active recreational space for local and regional residents when the facility is not being operated for tournaments and events; o As deemed appropriate by the respondent, include amenities that complement tourism programming (i.e., concessions, hotel, retail, entertainment, public space, etc.); o Partner with the County to: ▪ Collaborate in marketing and event attraction ▪ Continue to carry out the environmental monitoring requirements under FDEP’s Long Term Care agreement for the portion of the site that the complex occupies
