Provide oversight and guidance for a water quality monitoring program as part of the Lakeview/Midway and Cape Haze Water Quality Septic to Sewer Projects. The program will focus on water quality in both areas before, during, and after the transition from existing septic systems to central sewer infrastructure. The successful firm will develop a comprehensive monitoring program in collaboration with Western Michigan University (WMU), incorporating recommendations for the number, location, and placement of groundwater monitoring wells to gather essential data for comparative analysis of pre- and postconstruction water quality. Core project components include the following: • Statistical analysis of water quality results • Accounting for variations in septic system age and location • Evaluating effluent from on-site systems • Assessing stormwater runoff • Sampling receiving waters before project start • Analyzing tidal effects • Analyzing groundwater elevations • Analyzing seasonal flow variations The firm will review relevant reports and establish relationships with regulatory agencies and organizations like the Florida Department of Environmental Protection (FDEP), the Southwest Florida Water Management District (SWFWMD), and the Charlotte Harbor National Estuary Program (CHNEP) to ensure regulatory alignment.
