Please note: This is a Sole Source Notification. Martin County hereby announces its intent to award a single-source purchase agreement to R & W CONSTRUCTOR, INC. for the installation of ChemProof Polymer Coating at the North Jensen Wastewater Treatment Plant. ChemProof Polymer Coating is the only known coating system capable of withstanding the extreme chemical and environmental conditions found in wastewater treatment plant headworks and chlorine contact basins (CCBs). These areas are exposed to hydrogen sulfide gas at low pH levels, resulting in biogenic sulfide corrosion—where bacteria convert hydrogen sulfide into sulfuric acid, which aggressively deteriorates both concrete and steel structures. Additionally, sodium hypochlorite used for disinfection contributes to concrete pitting over time. The ChemProof coating prevents this deterioration, helping to avoid costly repairs and ensuring continued regulatory compliance by preventing bacterial harboring and potential fecal coliform violations. The coating system designed for the Jensen Beach Wastewater Treatment Plant’s chlorine contact basins is a four-coat system, requiring strict adherence to manufacturer specifications, including time-sensitive recoat intervals to achieve both physical and chemical bonding. The application process must consider ambient conditions—particularly rising temperatures, which can cause outgassing from the concrete substrate and lead to pinholes during curing. To mitigate this, coating work is performed during nighttime hours when temperatures are descending, ensuring optimal results.
