The project widens Suncoast Parkway (SR 589) from South of Van Dyke Road to North of Lutz Lake Road in Hillsborough County. The Widening will increase the number of travel lanes from four to eight. The project also includes improvements to signing and pavement markings, bridges, lighting, and intelligent transportation systems. The primary objectives are to increase roadway capacity to meet future traffic demand, improve emergency evacuation times, and enhance safety along the roadway. The scope of work for this Project consists of, but is not limited to: • The consultant shall evaluate and recommend scope modifications that reduce overall project costs while maintaining system performance as defined in the PD&E study and ensuring a safe and reliable transportation system. As part of this effort, the consultant is encouraged to identify and propose opportunities to reduce the design speed where feasible. Any such proposals must comply with all applicable design criteria and be supported by appropriate justification, such as a formal speed study. A blanket reduction in design speed will not be approved at this stage; the project will retain the 70 mph design speed unless justified adjustments are accepted. Non-conforming roadway elements may be addressed through Design Deviations, where appropriate. Additionally, the consultant should look for options to preserve the infrastructure that is in place and has not reached the end of service life. • Develop and deliver a Standard Surface Model design of the project corridor. Leverage the 3D design workflow and models throughout project delivery to add value for both the CONSULTANT and the DEPARTMENT. Refer to scope section 2.18 and Activity 36 for additional information. • Provide eight (8) lanes comprised of four (4) Tolled Lanes in each direction between the begin project at MP 13.2 to 16.5 (NB and SB) • Obtain all necessary permits and clearances from all agencies including (but not limited to) storm water management permits, environmental permits, right of way occupancy permits, building permits, utility clearances, airport clearances (if applicable), cultural resources, etc. • Define the limits for reconstruction, widening, and milling & resurfacing necessary to provide the required typical section(s) elements, provide necessary roadway geometry, and correct existing base failures within the project corridor. • Reconstruct, widen, and/or mill and resurface the interchange ramps (No.10470041, 10470042, 10470043 and 10470044) at MP 14 (SR 589 / Van Dyke Road), (10470051, 10470052, 10470053 and 10470054) at MP 16 (SR 589 / Lutz Lake Fern Road) as necessary to accommodate the proposed improvements.
