The Florida Department of Transportation Disadvantaged (FLCTD) seeks a contractor to provide training services related to the Trip and Equipment (TE) funding allocation formula that was implemented by Thomas Howell Ferguson in Fiscal Year 2021. This will include training on the analysis and reporting of the TE Grant invoice data which is included in the Annual Performance Report (APR). A set of tasks and calculations currently being performed to assist FLCTD in the consistent execution of the funding allocation formula as well as analysis and support to the data reported in the APR include: downloading of relevant data, TE grant prior year invoicing, prior year TE funding allocation to calculate the base element of the formula and analyze TE grant data to highlight FLCTD's accomplishments for the APR. FLCTD is transitioning to fully manage and implment the TE funding formula and data analysis for the APR and staff require formal training to ensure consistency with existing formulas and procedures. Thomas Howell Ferguson created the allocation formula for the Commission in FY21 and have been performing tasks to collect data to assist the FLCTD in executing the formula every year. Thus, Thomas Howell Ferguson is the only known vendor qualified to provide training on the formula and procedures they created.
