Specifications include, but are not limited to: The purpose of this bid is to obtain staffing with a firm licensed and authorized to conduct business in Charlotte County. Transit Services are to include all paid, Drivers and Bus Washing. The County shall be responsible for purchasing and maintaining vehicles/buses, providing communications equipment, providing computers, software and support, fuel and grant management. The County will have authority regarding vehicle/bus, staff and route scheduling, safety oversight, dispatching and the performance of the varied work performed under this contract. All bidders must complete a No Lobby Qualification Form to be included with the bid form.; A. Contractor Drivers shall be uniformed by the Awarded bidder in a uniform agreed upon by the Contractor and the Transit Operations Manager. Approval will not be unreasonably withheld. A generic replacement for both services such as a “Transit” labeling may be required for replacement and new uniforms thereafter. All service drivers shall wear photo identification cards or badges indicating their name and company. Contract drivers may wear navy blue or black shorts and shirts provided by the Contractor and approved by County. Button-less T-shirts or sleeveless athletic shirts shall not be worn by drivers in the provision of service. Contract drivers may not operate service vehicles without wearing close-toe shoes or sneakers. Open-toe shoes, such as sandals or "flip-flops" shall not be worn while operating service vehicles.; A. Fares charged are set by the County and are subject to change. ; B. Passenger service shall be available Monday through Saturday from 6:30 am until 6:00 pm. This is subject to change as noted elsewhere in this document. Contractor staff will be scheduled daily to best meet demand at the discretion of the Transit Operations Manager or designee. Public Transit hours of operations typically follow the schedule below and are subject to change: Public Transit: Monday thru Friday from 6:30 am. to 6 p.m. Saturday from 9 am to 6 pm.; C. Service shall be available and provided only within the boundaries of Charlotte County except approved service in nearby Englewood, North Port SCAT stations, connect to DeSoto, and some Lee County trips as needed. This policy may be subject to change during the term of the contract.; D. Service will be provided on Monday through Saturday during the term of the contract except on County observed holidays which include Thanksgiving, Christmas Day, New Year’s Day, Memorial Day, July 4th and Labor Day.; E. The Contractor shall ensure appropriate level of back-up/extra drivers to ensure continuity of service. If for any reason the required number of drivers cannot be provided, the County will acquire and pay for taxi services to cover these trips. The Awarded Vendor will then have these taxi services fees deducted from the next monthly invoice submitted for payment.; F. The Contractor shall maintain vehicles in a clean and neat condition at all times and free of mold and mildew. Vehicle exteriors and wheels should be washed at least once per week or as necessary to maintain a neat appearance. In addition, all vehicle interiors shall be cleaned, including trash removal, sweeping, vacuuming, or mopping, as needed after each day's use. Ceilings, windows, dashes, walls, and grab rails shall be thoroughly cleaned once per week or as necessary. All foreign matter such as gum, grease, dirt, and graffiti shall be removed from interior surfaces during the daily driver interior cleaning process. Upholstery shall be steam cleaned as necessary, but at least quarterly, and upholstery damage shall be scheduled for repair immediately upon discovery. Rubber or vinyl exterior components such as tires, bumper fascia, fender skirts and door edge guards shall be cleaned and treated with a preservative as necessary to maintain an attractive appearance and consistent with the bus/vehicle wrap vendor's maintenance suggestions. All regular cleaning supplies shall be the responsibility of the Contractor.
