The City of Fort Myers Division of Emergency Management will be the administrative agent for the plan. The planning process and the finalized THIRA/SPR will follow the steps outlined and be in compliance with. FEMA’s Comprehensive Preparedness Guide (CPG) 201, 3rd Edition. All data created for the planning and development of the THIRA/SPR becomes property of City of Fort Myers. Consultant/Contractor(s) shall provide the Division of Emergency Management a final product known as the City of Fort Myers THIRA/SPR. The THIRA/SPR shall encompass all territory within the bounds of the City of Fort Myers regardless of asset ownership or political entities therein. The Consultant/Contractor(s) will be responsible for the following activities: 1. Identify Threats and Hazards of Concern (to include natural hazards, technological hazards and human caused incidents); 2. Give Threats and Hazards Context (to include estimation of impacts); 3. Establish Capability Targets; 4. Assess Capabilities; 5. Identify and Address Gaps; 6. Describe Impacts of Funding Sources
