Specifications include, but are not limited to: A. The TSCM equipment should comply with the following standards: 1. Radio Frequency (RF) Spectrum Analyzer: The RF spectrum analyzer should support a frequency range of 20 MHz to 6 GHz and provide accurate and detailed analysis of various signals and frequencies. 2. Non-Linear Junction Detector (NLJD): The NLJD should be capable of detecting hidden electronic devices by emitting RF signals and analyzing the responses from electronic components. 3. Infrared (IR) Camera: The IR camera should have high-resolution capabilities to detect the presence of concealed cameras, transmitters, or other temperature-emitting devices with accuracy. 4. Noise Generator: The noise generator should be able to generate random noise signals to interfere with possible eavesdropping devices based on radio transmission. 5. Audio Signal Analyzer: The audio signal analyzer should be able to analyze audio signals to identify hidden audio surveillance devices or wiretaps. 6. Physical Inspection Tools: The equipment should include tools for physical inspection such as fiber optic scopes, borescopes, and inspection mirrors to detect hidden or tampered devices. 7. Handheld broadband receiver that detects known, unknown, illegal, disruptive, or interfering transmissions. The selected vendor should provide the following services: A. Installation and setup of the TSCM equipment at designated City facilities. (Included in initial purchase) B. Comprehensive training sessions for City personnel on operating the equipment, interpreting results, and implementing appropriate countermeasures. C. Testing, Preventive Maintenance, and Repairs to ensure the TSCM equipment's optimal performance. D. Emergency response support in case of suspected surveillance incidents, including on-site assistance if required. (Within 48 hours)
