Specifications include, but are not limited to: 1) Phase 1. Environmental Improvements: Design and build new infrastructure to enable the decommissioning of a nearby elliptical stormwater pipe that discharges into Lake Howard. This infrastructure should feature connectivity to the existing stormwater system at SLHNP and be designed to reduce the discharge of phosphorus, nitrogen, and solids into Lake Howard. These may include but are not limited to: a. Raingardens b. Bio-swales c. Pervious pavement d. Rainwater cisterns e. Functional wetlands f. Bioreactors g. Other low impact development (LID) methods and features 2) Phase 2. Recreational Improvements: Design and build recreational elements with connectivity to SLHNP and compatibility with the environmental improvements conducted on-site. These recreational elements should complement the natural resource elements of the park. These may include but are not limited to: a. Outdoor classroom b. New fishing pier c. Trailhead/parking area d. Playground e. Kayak launch/boating facilities f. Exercise trail g. Disc golf h. Nature trail i. Picnic area j. Educational signage k. Transformation of existing building into offices/education center l. Site amenities and landscaping *** Phase 2 elements are described as per the requirements of the Florida Recreation Development Assistance Program grant. While the City does have flexibility through the design process to the layout of these, it will be important to ensure that these elements are included. *** 3) Phase 3. Architectural Component: Examination of the former “Radio Station Building” located on the project property and determination of feasibility for turning the location into office spaces/educational center. The successful Design Build Team will first work with the City Team on potential uses/layouts & cost estimates for renovation of the building. Once a specific concept and budget is determined for Phase 3, the Design Build Team should design and construct the necessary improvements for the building based on the approved concept plan. Based on the best course of action determined by the City and Design Build Team, the design and construction component may or may not run concurrently with Phases I and II. 4) Phase 4. Connections & Offsite Improvements. The City may elect to construct connecting storm water, pedestrian and vehicular infrastructure improvements as part of phase 4 which connect to and through the subject site.
