Specifications include, but are not limited to: Single Source with Teledyne Advanced Pollution Instrumentation (Teledyne API) Short description of the commodity or service desired: Teledyne equipment, equipment repairs, and spare parts to ensure operational readiness and sufficient equipment is available to meet the Federal completeness and quality assurance requirements (provided in 40 CFR Part 58) for Florida's Statewide Air Monitoring Network. Teledyne API is the sole manufacturer, supplier and the only authorized service center for repair and upgrade of the T100U, T200U and T300U trace-level monitors used at our NCore air monitoring site ,the T640/T640X Particulate Matter (PM) mass monitors used throughout the statewide air monitoring network, the T700 dilution calibrator and T701 zero air system used by our field staff, and the T750U dilution calibrator and the T751H zero air system used by our audit staff. All Teledyne API instruments, parts, service and training are provided exclusively from the manufacturer which allows us to adhere to the USEPA method requirements. Without an inventory of back-up equipment, spare parts, and manufacturer repair of critical components, we will be unable to maintain the operational readiness of the statewide air monitoring network. We must secure these items to ensure federal requirements (40 CFR Part 58) for data quality and data completeness can be achieved. Although needs may change due to unforeseen events, Table 1 below provides the expected needs for the FY24/25: • T100U/T200U/T300U Monitors and Spare Parts/Repairs We are required to maintain our trace level monitors for SO2, CO, and NO/NOy/NOx at NCore sites. These sites are required in accordance with 40 CFR Part 58 and the State’s approved air monitoring network plan. • T640/T640X PM Mass Monitors and Spare Parts/Repairs These PM monitors have a unique broadband LED detection system that is less sensitive to interference from humidity than older beta- attenuation Federal Equivalent Method (FEM) technology. These continuous FEM PM monitors provides many advantages over the older filterbased manual PM samplers. These advantages include: • Reduced PM2.5 lab analysis and filter shipping costs • Reduced Field Technician travel time • Reduced integrated PM2.5 sampler field operation/maintenance time • Remote access to monitor operational status • Continuous real-time data to the Public (daily Air Quality Index (AQI) reporting and forecasting tool • Continuous FEM data for regulatory purposes (to determine attainment status)
