The Shipboard Helicopter Handler, Extra Low Profile (SHH-ELP) was procured by NAVAIR PMA 260 for all LCS FREEDOM Variant, CVNs, and Big Deck Amphibious ships in early 2012. In NOV 2016, NAVAIR PMA 260 terminated all support for the program since CVN and Amphibious ships didn’t use the equipment. At the time, PMS 505 and the LCS program was left with minimal funding to keep the technical and Integrated Logistics Support (ILS) units maintained as it’s not a Navy Program of Record.
In DEC 2021 a Product Support Agreement (PSA) was signed by Program Manager, Fleet Introduction and Sustainment (PMS 505), Program Manager, Common Aviation Support Equipment (PMA 260) and Head, Support Equipment Department Naval Air Warfare Center Aircraft Division Lakehurst (NAVAIRWARCENACDIVLKE) delineating shared In-Service Engineering Agent responsibilities for the SHH-ELP. While there is shared ISEA responsibility, the organization lacks the in-depth technical knowledge needed to maintain and repair the units. OEM training is required.
Phase 1: Contractor will prepare a specialized training course for the US Navy to meet operational and maintenance requirements on the MANTIS-SHH-ELP. The training course will cover the original MANTIS-SHH-ELP, along with the updated version for the new battery and obsolescence replacement kits. Training material shall be provided as a deliverable.
Phase 2: Will be contracted separately. This phase will consist of Contractor providing the Phase 1 training and deliverables a. through e. The U.S. Navy will be responsible for providing a MANTIS-SHH-ELP for the training session. Tooling, diagnostic instructions, and software programs shall be used to instruct the curriculum and shall be provided as a deliverable after completion of the course. For avoidance of doubt, demonstration equipment supplied by the Contractor will not be provided as deliverables. Specifics of the training are as follows:
