Specifications include, but are not limited to: DOEA requires a qualified vendor to redesign, develop and update the program website of its statewide volunteer-based SHINE program. The program provides Medicare and insurance counseling to Florida s beneficiaries, family members and/or caregivers. While program oversight and support of SHINE are provided by DOEA staff, the coordination and delivery of services occur locally at each respective area agency. SHINE provides free counseling and assistance via telephone and face-to-face interactive sessions, public education presentations and programs, and media activities. Respondents to this RFP shall make an assessment of the existing website and offer an innovative solution to enhance the site s functionality, operability and effectiveness. In addition to enhanced functionality, the website is to be interactive and supported with a relational database that allows querying, inputting, sorting, uploading, retrieval and manipulation of data. The scope of work in connection with this RFP shall include the following specifications and requirements: (1) Website Design and Technical Functionality; (2) Management Database Requirements; (3) Website and Database Communication; (4) End Users Training [Staff, Volunteers and Administrators] (5) Server Hosting, Access and Security; (6) Maintenance and Service Agreement; and (7) Project Implementation, Completion and Deliverables. This project will incorporate existing data and the implementation of new information, products, and features as suggested by the department and the Respondent selected. It will also involve incorporating existing data collection methods and information such as spreadsheets and forms into one multifunctional and user-friendly database.
