Specifications include, but are not limited to: The DIA, as the community redevelopment agency for Downtown, desires to augment the existing security of James Weldon Johnson Park to include nights and weekends. Given the adjacent investments being made in the area, the DIA finds it in its best interests and the interests of the City to fund additional security beyond that currently provided. Specifically, we desire to procure services of an entity to manage and provide security on nights and weekends. The DIA does not desire to in-house manage the security nor, given the reasons articulated in Section 3 below, believes we have the authority to manage or otherwise directly provide for park security services.
