Specifications include, but are not limited to: This solicitation is to identify a software developer/contractor for submittal of a federal grant application that proposes to develop software applications used by educators, school administrators, and researchers. Specifically, we have developed a number of tests of 3- to 6-year old children’s language, literacy, and STEM abilities. We developed prototypes for computerized administration of these tests using touch screen tablets using third party software. The purpose of the grant we will propose is twofold: 1) create an assessment system that allows users to create assessment plans and administer the tests, and 2) create a reporting system that assists educators and administrators in making decisions about setting students’ learning goals, grouping of children for targeted instruction, and grouping of educators for targeted professional development. End users will include children who are aged three to six years, classroom teachers and teacher aids, special education service providers, researchers and research team members, and school-level, district-level, and state-level administrators and their support personnel. We are looking for a software development company to be included as part of the grant submission and then building the application once the grant is funded. Entering into a contract with the awarded contractor is dependent on the grant be funded.
