Specifications include, but are not limited to: The Scope of Work will include enhancing, restoring and/or creating a living shoreline in the Tampa Bay watershed at SPC’s Bay Pines STEM Center and Hurricane Hole, including the mangrove estuary and adjacent upland communities. The Vendor will provide project design and implementation, as well as participate in the development of the TBERF grant application. The Vendor will be responsible for the following: 1. Pre-award Proposal Development • Assist SPC’s Project Team in the development of the TBERF grant application prior to the estimated application deadline of March, 2020. • Assist SPC’s Project Team with the design and completion of application components, including narrative, budget and budget narrative. • Provide subject matter expertise, including current data, research and knowledge of living shoreline best practices, for the development and completion of the application. • Provide assistance in determining appropriate and measureable outcome projections and measures as a result of Living Shoreline habitat restoration project 2. Post-award Implementation Finalize design, implement and oversee habitat restoration project, to include: • Removal of all exotic and nuisance vegetation from the project area, including uplands and wetlands as identified through coordination with SPC staff. • Removal of seawall sections to restore flow in the estuary community • Obtain topographic information as needed at the site for preliminary and final design (e.g., earthwork calculations) • Conduct field surveys as needed for preliminary and final design • Obtain bathymetry, drainage features, etc., as needed for preliminary and final design • Plan placement and install approximately 500 oyster systems to encourage oyster growth and habitat protection • Design placement and install native plant communities by habitat type • Enhancement and restoration of upland and estuarine communities • Obtain permitting necessary for completion of work (in collaboration with SPC), to include: o US Army Corp of Engineers Permit – NW 57 (no fee) o SWFWMD Permit – General ERP ($250 fee) o Pinellas County Permits – Mangroves/Docks (no fee) OTHER CONSIDERATIONS: • Proposal Budget not to exceed $100,000 • All designs, including plant selection, will be done in accordance with SPC staff and should align with Tampa Bay Estuary Program’s Comprehensive Conservation and Management Plan for Tampa Bay • Restoration of the site will meet management plans and goals of the Tampa Bay Estuary Program and SPC, and must consider any unknown resources of the site • Proposal will be an all-inclusive rate, including travel, supplies, plants, oyster systems and all other related expenses.
