Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to solicit proposals from approved Qualified Contractors capable of providing 24/7 Security Services on a Florida Public Seaport regulated by F.S. 311.12 and the Maritime Transportation Security Act codified 33 CFR Part 105 and Part 104. Security operations are carried-out in a multi-faceted, fast paced and critical environment on and off JAXPORT Marine Terminals. The Contractor must be able to provide the following services, not limited to: A. Security Services will consist of providing qualified uniformed State Licensed Class D and or G, and MTSA required Transportation Workers Identification Credential (TWIC) prior to employment. MTSA 33 CFR Part 105.205 supervisors and 210 security personnel hereafter called Security Force. Along with State of Florida Class D requirements, Security Force Personnel must have completed an approved 33 CFR Part 105.210 Training Course as recognized and approved by the Maritime Administration, United States Coast Guard and by the JAXPORT Director of Security and Emergency Preparedness. A total of 5% percent of the Security Force may be designated by JAXPORT as non-uniformed personnel responsible for carrying out security duties that are administrative in nature e.g., Access Control Center, Physical Security/Emergency preparedness. Contractor will provide such equipment as is required to complete all services, in conformance with Federal, State and Local statutes. Equipment refers to uniforms, hats, patrol vehicles, all foul weather gear (including rain suits), safety vests, report forms, miscellaneous office supplies flashlights and support equipment to perform their duties. JAXPORT will provide various physical security technologies including but not limited to: communications equipment, drug/explosive detection technologies, access card readers, patrol boats, etc.
