Specifications include, but are not limited to: A. Ryan White HIV/AIDS Program (RWHAP) Part A. Orange County requires qualified companies to offer oral health services through a Company’s In Network providers and total administration of the Oral Health Services program to people with HIV (PWH). Funding for these services comes from Part A of the Ryan White HIV/AIDS Treatment Extension Act of 2009, administered by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA). Funding for this program has been awarded to the County each plan year beginning in 1994. The Recipient for the Orlando Eligible Metropolitan Area is the Orange County Mayor. The Orange County Health Services Department is the department designated by the Mayor to administer the grant. B. The Orlando Eligible Metropolitan Area (EMA) covers Orange, Osceola, Seminole, and Lake Counties. The program serves over 5,700 patients a year and over 1,600 patients currently receive oral health services and generate approximately 3,250 claims each plan year. The plan year for the Program is March through February each year. Case Management Agencies assist by referring eligible patients to the Orange County Health Services Department as Eligible Members for covered dental services. The current network of dental providers is limited and covers the Orlando EMA. Funding in the Program covers 100% of the cost for covered oral health services and claims processing provided. Dental claims are self-funded through the Grant funding, and claims are currently processed through the County’s contracted Third-Party Administrator.
