Specifications include, but are not limited to: 4.1 Preventive Maintenance, Repair, Installation, and Evaluation Services The work specified under this Contract shall consist of providing all labor, materials, equipment, and incidentals necessary to perform routine maintenance, repair, installation, and evaluation to various roof systems. There is a wide range of different roof systems, types, and manufacturers, including but not limited to SBS-modified asphalt with polyester scrim, single membranes, i.e., EPDM rubber or single membrane polymer or PVC; built-up roof systems with coal tar pitch and/or asphalt, APP modified asphalt, and others. There may be ballast of various kinds and sizes, coatings of various kinds, paint, aluminum, elastomeric, and others, and various kinds of decks and insulation types in use. The Vendor will be required to repair roof systems in the manner prescribed by the manufacturer or the best repair practices of the industry and with the materials either required by the manufacturer or known to be best suited to the damaged or failed roof system type. The Vendor shall provide all labor, equipment, tools, materials, supplies, safety equipment, transportation, and other incidentals necessary to perform all required services to ensure the safe and efficient operation of the roof systems. The system components must be inspected and tested only by a qualified technician(s), trained, and certified by the Vendor. The Vendor shall complete each preventative maintenance service listed hereunder within the scheduled time approved by the Department’s Project/Contract Manager. The completion time of a service request shall not be affected by the Vendor’s response to other service requests. A. Repair Services: 1. The roof system repair shall include removal of the failed portion of the roof system down to the deck (if necessary), replacement of components and installation of a repair section of the manufacturer’s specified type of repair product, replacement of pitch boxes (pans), metal and other related items as directed by the Department’s Project/Contract Manager. 2. The insulation to replace the existing materials is to be the same materials as found in the existing roof system or, if the original materials are not available, replacement materials shall be approved by the Department’s Project/Contract Manager. 3. The department will be responsible for building permit applications and fees if required. The Vendor shall complete all additional applications needed to pull/obtain a permit for work under this Contract. The Vendor shall procure and deliver to the Department all certificates issued by the authorities having jurisdiction. The Vendor shall pay for all permit re-inspections and associated reviews for work under this Contract. B. Labor Services: The Vendor shall agree to furnish labor for repairs of various kinds. Roof system repairs are to be provided as needed. They are to be performed after the issuance of a Work Document by the Department’s Project/Contract Manager authorizing the services. The Work Document will detail the situation to be addressed, according to the pay items and prices listed on Exhibit "C," Bid Blank. The scope of the services on each Work Document or a cumulative total of Work Documents shall not exceed the original description of services, cost, or time frame of the Original Contract. No minimum amount of repair work is guaranteed to the Vendor. 1. The Vendor shall not start repair work before receiving a Work Document and will not receive payment for repair work performed not assigned by a Work Document except as noted in Section 4.1 - B.2 below. 2. The Department’s Project/Contract Manager may issue an oral direction by telephone, by facsimile machine, or by some other means, authorizing work to be performed where an active roof leak threatens electronic equipment, electrical service points, or other equipment, personnel, or presents some other health or safety hazard. C. Equipment: The Vendor shall furnish all the equipment necessary to perform the work contained herein safely. All costs for equipment shall be included in the unit bid prices. The Department will provide no additional payment for equipment use. D. Materials: The Vendor shall maintain a minimum supply of the three (3) approved membrane manufacturers, whose specified materials shall be necessary for warranty repairs. 1.
