Sarasota County’s (“County”) Resilient SRQ Program (“Program”) seeks an experienced Implementation Vendor (“Consultant”) to implement and administer the Resilient SRQ Housing Recovery Program, which includes the Single-Family Home Rehabilitation and Reconstruction component encompassing both traditional single-family homes and mobile homes. The Housing Recovery Program addresses damage caused by Hurricanes Debby, Helene, and Milton in 2024. The Program is funded by a U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant - Disaster Recovery (CDBG-DR). Consultant shall be responsible for program administration, contractor procurement, scope development, oversight of contractors, compliance monitoring, and financial and programmatic reporting. Consultant shall ensure compliance with all applicable laws, regulations, ordinances, and HUD grant requirements. II. Consultant Responsibilities Consultant shall be responsible for the following: A. Contractor Procurement & Management 1. Procure, in accordance with 2 C.F.R. Part 200, and manage licensed Florida contractors to conduct the construction, repair, replacement, and/or reconstruction of homes, including mobile and manufactured housing units (MHU) damaged by the 2024 Hurricanes; 2. Develop and implement a contractor selection and scoring system for assigning work to construction contractors. This process should include a method to reward high performing contractors with additional projects. Process must be approved by the County prior to implementation; 3. Provide a set of signed and sealed standard house construction plans and elevations which will be utilized by all general contractors in the program. The plan sets will include: a.
