Short description of the commodity or service desired: Replacement of the Northbound and Southbound Scales at the Punta Gorda Weigh Stations; Performance and/or Design Requirements: To enhance safety, improve mobility, and decrease the average commercial vehicle wait time at the Punta Gorda scale facility, FDOT is replacing the current Scale 2 on both northbound and southbound facilities. During the building replacement in 2018, the footprint of the new building encroached on the existing scales. With this encroachment, Scale 2 must be shifted 4 feet to allow for over dimensional trucks to safely pass the facility. This shift in location requires a new scale pit to be constructed, allowing the Department the opportunity to increase the scale length to 86 feet. This additional length will eliminate the need to accumulate weights for longer trucks, decreasing the average wait time on the scales. The new scale system must remain compatible with the existing 7541 scales throughout the state which further reduces maintenance costs by ensuring FDOT has the spare parts necessary to repair the scales. Justification for single source acquisition: The existing computer systems for the scales were developed by Mettler Toledo and are compatible with the existing 7541 scales throughout the state. Mettler Toledo’s proprietary electronic scales are vital to the Weigh-In-Motion (WIM) system. The PDX scales work with Mettler Toledo’s WIM software, enablinng automatic system functions like auto calibration, center of gravity assessment, auto release and WIM record verification. Mettler Toledo has exclusive copyright to the software, and there are no resellers for the Scale Management software/hardware integration.
