Specifications include, but are not limited to: A. GENERAL INFORMATION: 1. TIME OF DISPLAY – The display will begin at 9:10 PM on July 4. Start times and dates may be adjusted by the CITY in anticipation of inclement weather or as mutually agreed upon by the selected PROPOSER and the CITY. 2. DATE OF DISPLAY – Annually on July 4th, unless different dates are mutually agreed upon by the selected PROPOSER and the CITY. 3. LOCATION OF DISPLAY – Central Winds Park is located at 1000 Central Winds Dr., Winter Springs, FL 32708. The exact location within the park is listed in Attachment A, Firework Display Location Map. Locations may be adjusted by the CITY with mutual agreement from the selected PROPOSER. B. SHELLS: 1. PROPOSERS must offer a variety of shell types. Shells must have different functions, patterns of break, colors, and sizes. The PROPOSER must provide a list of types of shells offered with the Proposal. 2. No more than 50% of the shells offered for the fireworks display can have a mortar size of 3” or smaller. 3. The “Finale” will consist of a minimum of 500 shells, of which 70 must exceed 3” in diameter. 4. The PROPOSER will deliver all required equipment, mortar tubes, racks, shells, etc., to the barge loading site. The fireworks display must be electronically fired, either from a manual control board, or a computer. 5. Seminole County Fire Chief, Fire Marshal, or their designee reserve the right to inspect and count the shells and compare the actual inventory at the site to the material list submitted as part of the final accepted bid Proposal. The fireworks material list will be compared to the actual inventory at the site and shells originally bid. Failure to deliver and shoot all shells bid will result in a pro-rated amount being paid to the PROPOSER and removal of the PROPOSER from all future bid solicitations. 6. PROPOSER will provide sufficient electrical cables to ensure that fireworks will be set up in the safest manner possible. A shooter’s box provided by the PROPOSER will be utilized. PROPOSERwill provide pyrotechnicians and necessary assistants to set and fire the fireworks displays. PROPOSER will provide pyrotechnicians & assistants with required protective gear as per NFPA 1123. C. MUSIC: The CITY will maintain primary responsibility for the event’s music selection. PROPOSER, if necessary, shall be responsible for providing some or all of the scores requested by the CITY. The PROPOSER will will commence the show immediately following the CITY countdown. D. LENGTH OF DISPLAY: 1. Winter Springs Fourth of July fireworks displays is expected to last at a minimum 16 minutes and 30 seconds from beginning to end. PROPOSERS are requested to indicate in their Proposal how long the display will last. Shells must be launched at a moderate rate at a minimum of every eight-ten seconds or shorter. E. INCLEMENT WEATHER: 1. Display will be fired in all weather conditions except for in the case of torrential rain, severe lightning, sustained winds of 15 MPH or greater, or if a significant weather hazard exists in the opinion of the PROPOSER and/or the CITY. 2. PROPOSER must provide the CITY with the cell phone number of the senior staff member that will be onsite to manage the display for communication purposes. If the display is canceled due to inclement weather, the CITY will either: (1) Not reschedule the display; or (2) Reschedule the display for the next evening.
