Specifications include, but are not limited to: The City of Winter Haven (City) owns, maintains, and operates a system of potable water, reclaimed water utility, and wastewater facilities. This includes Wastewater Treatment Facility (WWTP) #2, permitted at 1.7 million gallons per day (mgd) annual average daily flow (AADF) and WWTP #3, permitted at 7.5 mgd AADF. (Note that there is no WWTF #1.) WWTP #2 serves wastewater customers in the northern area of the City and WWTF #3 serves the central and southern areas of the City as well as some of unincorporated Polk County. Both of these facilities have been in commission since the 1970s and need substantial upgrades to fulfill the service capacity to the current and growing population in the region. WWTP #2 is located near Lake Connie on Motor Pool Road and generally serves the northern portion of the City’s wastewater service area. WWTP #3 is located next to Lake Gwyn, near the intersection between Pollard Road and 4th Street East and serves the central and southern portions of the City’s wastewater service area. Table 1-1 is an overview of the two sites.
