The consultant will assist the three MPOs in exploring a regional project prioritization process. The outcome of this initiative is either a regional project prioritization process or enhanced planning consistency among the three MPO’s current project prioritization processes. This work includes the following objectives: • Understand the context of the Tampa Bay region, and how transportation planning, project prioritization, and project development are currently performed. • Explore and identify opportunities to augment individual MPO and regional prioritization process to better reflect the regional and local community’s transportation needs. • Develop a regional project prioritization process that emphasizes transparency to the public, effective resource allocation, and consistency in project implementation. The consultant will undertake the following work activities. The consultant shall propose phasing at clear intervals for the tasks or subtasks, with key milestones to check in with decisionmakers before proceeding. The phasing does not have to follow the tasks listed below sequentially and may suggest augmentations to them. Project Management and Communications • Progress meetings by telephone or other communications technology every other week • Monthly progress reports and invoicing • Coordination of the timing of draft deliverables/work products for adequate review prior to potential MPO and TMA Leadership Group meetings • Availability to address questions, respond to comments, and meet with appropriate entities and stakeholders in a timely manner • Conduct stakeholder meetings as needed Deliverables: • Biweekly (every other week) Progress Report Meetings with Project Manager • Meeting notes from interviews/working group discussions Current Prioritization Process Analysis • Study the existing three project prioritization processes by documenting the performance measures, data sources, policies, procedures, etc. Identify similarities and differences in the three MPO’s existing project prioritization processes.
