Specifications include, but are not limited to: The County of Volusia is seeking the services of professional consultants to provideplanning consultation services. The scope of services shall consist of, but not limited to:-Guide projects, plans and programs through agency review as required.-Conduct work required to facilitate studies of public service delivery.-Conduct studies, inventories, surveys, field work and analysis to implement County Planning Program.-Provide services necessary to implement Council goals related to Growth Management.-Create overlay zones in specific areas for the protection of special communities.-Analyze land use and zoning conflicts at city/county boundaries.-Design urban, rural and environmental standards for development.-Prepare comprehensive plan elements and amendments in accordance with chapter 163, Part II, FloridaStatues, and the following Florida Administrative Codes: Rules 9J-5 and 9J-11.-Provide transportation impact analysis.-Develop policies and design guidelines
