Specifications include, but are not limited to: Saint Lucie County is seeking the services of professional consultants to provide Professional Architectural/Engineering services for a new standalone ME facility. The scope of services shall consist of, but not be limited to: Professional architectural services, structural engineering, civil engineering, landscape architecture, environmental and land survey, geotechnical, mechanical, electrical, plumbing, fire protections, security surveillance and access control. Needs Analysis, Facility Design and Construction Administration for a new ME Facility and related site improvements located on an unimproved 2-acre site at the main campus of the Indian River State College in Ft. Pierce, Florida. The site shall be designed as a secure, 24-hour, building with public parking, staff parking, loading dock, secure vehicle access and potential for mobile cooler staging. The new ME Facility shall comply with the National Association of Medical Examiners (N.A.M.E) inspection and accreditation checklist, the Florida Building Code, National Fire Protection Association (NFPA), National Electric Code (NEC), FBC Accessibility Code, and either the Saint Lucie County or Indian River State College land development codes, South Florida Water Management District (SFWMD) requirements and other design criteria as may be applicable. The facility shall be designed to accommodate future growth expectations for the next 30 years. The new ME Facility shall include autopsy suites, laboratory, morgue, separate decomposition morgue, evidence, records, offices, reception, lobby, break room, shower rooms, restrooms, locker rooms, and meeting rooms. The facility shall also include secure separation of public areas, law enforcement areas, medical examiner staff areas, intake, staging, transport, and storage. The Facility shall include safety shower/eyewash, biohazard material storage cooler, biohazard material storage freezer, covered loading dock, roof cover/overhang for morgue trailer, surface parking, and electronic sliding secure vehicle gates. The ME shall be provided with security surveillance and access control. It shall be designed to accommodate the addition of mobile coolers for disaster events.
