The City of Lakeland is requesting statements of qualifications from landscape architecture, engineering and/or architectural firms with demonstrated professional expertise in providing municipal Park Planning Services. The Florida Legislature created Statue 287.055 in 1973 that requires state government agencies, municipalities or political subdivision, school boards and school districts to select a professional consulting firm based on qualifications rather on a "lowest bid" basis which is known as the Consultant's Competitive Negotiation Act (CCNA).Firms must provide professional resumes of licensed landscape architects, engineers or architects. Firms are to submit completed park planning projects that they have been the primary professional consultant on in the past five years.
