Specifications include, but are not limited to: This Request for Submittal is being issued by Palm Beach County (COUNTY) to select a qualified CONSULTANT to provide research and evaluation services to the Criminal Justice Commission concerning the efficacy of the countywide Weed and Seed Program. The required services will include a cursory literature review, highlighting seminal outcome evaluations of the Weed and Seed Programs across the country during the last two years (2009 and 2010) and assisting the Research and Planning Unit, Criminal Justice Commission, with completing the outcome evaluation of the countywide Weed and Seed Program in Palm Beach County. More specifically, the Consultant will assist the Research and Planning Unit by refining the outcome evaluation design, providing advice and guidance concerning statistical analysis (both descriptive and inferential), interpreting the results of the statistical models, and by acting as a third party reviewer to ensure the methodological approach is defendable and may be published in a scholarly journal.
