The Department created a Restoration Plan1 for the Osborne Tire Reef (Chapter 2023-126, Laws of Florida), which includes a plan for the abatement of submerged waste tires causing direct harm to the reef and recommended methods and environmental considerations for their removal. The Contractor shall provide removal services of submerged waste tires comprising the Osborne Tire Reef that are located on sand and reef/hardbottom habitats, off the coast of Broward County, in support of this Restoration Plan. For the purposes of this Scope of Work, the Osborne Tire Reef refers to all tires on the seafloor within the bounds of two sonar-based tire surveys from 2019 and 2024. Exhibits J and K contained within the Contract depict the distribution of Osborne Tire Reef tires identified by sonar surveys in 2019 and 2024, respectively. These figures depict the tire’s spatial distribution and do not represent the actual number of tires found on the seafloor (Appendix C of the Restoration Plan2 ). The Contractor shall provide all personnel, materials, labor, permits, and equipment necessary to remove submerged tires from the seafloor, including reef/hardbottom and sand habitat, in support of the Restoration Plan. The Contractor shall remove, transport, and load the tires onto the provided containers at the Port, as detailed in the individual Task Assignments. This Scope of Work provides the minimum services the Department is seeking.
