Agency is seeking proposals for the development and implementation of a Strategic Plan foradding and strengthening sustainable components to Agency's programs. The Plan will bedeveloped in three (3) consecutive phases. Proposers submitting a proposal must agree toperform the Services for all three (3) phases, however additional phases will only beawarded to Contractor through Agency's issuance of a Notice to Proceed which is contingenton Agency's overall acceptance and satisfaction of Phase 1 deliverables and performance,in Agency's sole determination. Contractor is in no way guaranteed the Work for Phase 2or Phase 3 from the resulting Contract. Agency reserves the right to competitivelycontract for phase two and three individually. No additional specifications were given.
