4.3. Scope of Services The City of Orlando ("City") Families, Parks and Recreation Department’s objective is to award a contract to a firm that will operate and manage a comprehensive sports program that attracts a large number of City of Orlando children to use the McCoy Park Ballfields, with special emphasis on children residing in the Lake Nona community of Orlando, Florida. The Contractor will also offer excellence in coaching and team management thereby ensuring a high quality sports experience for participating children, including recreational sports for children who wish to play the sport for fun, and competitive sports for those who want to achieve and maintain a higher level of skill. The Contractor would ideally provide an operating plan for attracting City residents of the Lake Nona area to participate in the programs provided at McCoy Park. The Contractor would be required to serve all participants on a non-discriminatory basis and would be subject to reasonable reporting and auditing requirements. The Contractor shall perform Criminal Background Checks: 1. The Contractor shall perform Florida Department of Law Enforcement (FDLE) Level 2 criminal history record checks on all officials who work City games and provide documentation to the City prior to assigning personnel to an event. Clearance must be obtained from the City within ten (10) days prior to assigning personnel to an event. The City must approve all officials prior to the official working. The City reserves the right to request documentation at any time during the Contract and the right to refuse or revoke approval at any time during the Contract at the sole discretion of the City. 2. The Contractor is responsible for the cost of any background checks from National Crime Information Center (NCIC), FDLE or any other applicable agencies.
