TASK 1 - FACILITY PLANNING 1.1 Needs Assessment and Options Evaluation A. Under this phase, the A/E shall complete the following services: B. Review existing documentation including but not limited to the St. Pete Water Plan, the Water Reclamation Facilities Plan, most recent Operations & Maintenance Report, and the most recent Capacity Analysis Report. C. Complete a site visit and interview facility and operations staff. D. Develop high-level priorities for projects based on the St. Pete Water Plan, those not contemplated by the St. Pete Water Plan and anticipated needs that have developed since the last update. The planning will extend to 2050, considering population changes and future needs. E. Provide a deliverable that includes a consolidated summary of documents reviewed, high level priorities, proposed delivery methods, and summarize the major points and assumptions to be used in Task 1.2. 1.2 Basis of Design Report The purpose of this task is to develop a Basis of Design Report (BODR) based on the results of the Needs Assessment and Options Evaluation developed under Task 1.1, which will provide detailed information on each new project or process to be upgraded and will include the following considerations: A. Nutrient removal B. Plant wide hydraulics C. BioWin modeling: Hydraulics, loading and treatment analyses, tank sizing D. Equipment recommendations E. Resiliency, in terms of hardening equipment and processes F. Envision considerations...
