REQUEST FOR INFORMATION (RFI)/Sources Sought
For
NATIONAL FORESTS IN FLORIDA CONSTRUCTION MATOC IDIQ
This RFI/sources sought is for information purposes only and shall not be construed as a commitment or a promise of a contract/IDIQ by the Government. This is not a solicitation. This notice does not constitute a Request for Bid, Request for Quote or Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach.
1. PURPOSE:
The US Forest Service, Field Procurement Office, Disaster Recovery is conducting market analysis with this RFI/sources sought to seek information from industry to assist with the refinement, development and planning to determine the most suitable approach for acquiring and fulfilling the needs associated with professional land surveying services for National Forests located in the State of Florida, on an as needed basis, for the United States Forest Service, National Forests in Florida, as identified in the attached Draft Contract Specifications.
The purpose of this RFI/sources sought synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The US Forest Service, Field Procurement Office, Disaster Recovery may issue a solicitation and award of a multiple award task order contract to " NATIONAL FORESTS IN FLORIDA CONSTRUCTION MATOC ". All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 1 September 2025.
This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the MATOC IDIQ.

This NAICS code is selected as the primary because the scope of the MATOC encompasses general construction, renovation, and multi-trade building work across facilities, recreation sites, and infrastructure.

This RFI/source sought is not a RFP and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a MATOC IDIQ. Responses will not be considered as proposals nor will any award be made as a result of this synopsis.
All information contained in the RFI/source sought is preliminary as well as subject to modification and is in no way binding on the Government. Federal Acquisition Regulations (FAR) clause 52.215-3, “Request for Information or Solicitation for Planning Purposes,” is incorporated by reference in this RFI/source sought. The Government does not intend to pay for information received in response to this RFI/source sought. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI/source sought. This RFI/sources sought will be the basis for collecting information on capabilities available. This RFI/sources sought is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials.
Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI/source sought are not offers and cannot be accepted by the Government to form a binding contract.
