Pursuant to Florida State Statute 287.055, Consultants Competitive Negotiation Act, the City of Sunrise is seeking to engage the services of one or more qualified Civil Engineering firms or individuals to provide Miscellaneous Civil Engineering Services on a continuing basis. The City anticipates entering into a continuing services agreement with a minimum of two qualified firms. The successful companies must have extensive experience working in Broward County on site development projects that include paving, drainage, and utility distribution as well as work on roadways, bicycle lanes, trails, multi-use paths and drainage both in and outside of the right-of-way. The firm must have the ability as the lead firm or may use sub-consultants to provide the following services under this Agreement: Surveying, landscape architecture, structural engineering, plumbing engineering, and electrical engineering. The following work associated with this CSA may contain new or improvements to existing grading, paving, drainage, underground utilities, and above ground utilities on the properties or areas as follows: (projects may have accessory surveying, structural, electrical, plumbing, lighting and/or landscaping/irrigation associated with the work): 1.1 SCOPE OF SERVICES The Scope of Services is presently planned to consist of the following: 1. Prepare engineering designs, calculations, plans and specifications, contract bid documents, and cost estimates, within the functional areas of interest listed in this solicitation. 2. Prepare base maps, preliminary layouts, estimates of probable costs, engineering analysis and alternatives as requested. 3. Submit construction documents as needed to the City and other required agencies having an interest or jurisdiction over the project. 4. Review, analyze, and provide recommendations to utility budgets and capital improvement plans. 5. Prepare feasibility and conceptual planning documents. 6. Provide research, attendance at meetings, and preparation of presentation materials, reports and correspondence. 7. Prepare and/or assist with the preparation of grant applications and attendance at meetings with grant officials. 8. Provide public education/notification assistance. 9. Prepare short and long term planning documents, master plans, or provide input to the City’s master plans, capital improvement program, and maintenance needs. 10. Participate in construction administration as required by the City. 11. Prepare formal or informal feasibility studies as necessary to assist the City in responding capital improvement needs. 12. Analysis of existing infrastructure and available capacity to serve proposed capital improvement projects. 13. Provide expert witness testimony. 14. Prepare appropriate permitting documents and obtain and/or assist the City in obtaining permits from applicable agencies. 15. Represent the City with regulatory agencies. 16. Prepare periodic project status reports. 17. Attend bid openings, prepare bid tabulation sheets, and assist the City in the evaluation of bids or proposals. 18. Issue addenda as appropriate to clarify, correct, or change the bidding documents. 19. Participate in pre-construction conference as requested by the City. 20. Review and determine acceptability of construction submittals, including shop drawings, progress schedule, schedule of values, etc. 21. Review and provide recommendations to request for information, request for changes, and claims to the City arising during construction activities. 22. Make periodic construction site visits for the purpose of determining general compliance with the approved drawings, plans, and specifications as requested by the City. 23. Review or prepare as-built drawings provided by the construction contractor and provide written comments to the City. 24. Provide services related to construction management and inspections, and/or specialty inspection. 25. Provide project management services and act as an extension of the City’s project management staff for the design, bidding, and construction management of municipal projects. 26. Miscellaneous Civil Engineering Services for various projects. The consultant or its sub-consultants shall be familiar with all internal and external agency permitting regulations and requirements and the City’s design criteria, standards and specifications.
