Specifications include, but are not limited to: In accordance with Section 287.055, Fla. Stat., the Consultant Competitive Negotiation Act (CCNA), Martin County (County) is soliciting Requests for Qualifications (RFQ) for professional architecture and engineering design services to construct a new infrastructure operations facility for general administration, maintenance workspace, equipment storage, equipment maintenance, and open material storage. The facility will be owned and operated by the County for infrastructure program operations and maintenance. County infrastructure maintenance includes building, stormwater, roadway, traffic, parks, vehicle, and mosquito control maintenance along with storage for coastal, survey, and water quality operations. Scope of Services includes, but is not limited to, environmental and usage assessment of the property, efficiency assessment of building usage/floor plan/connectivity, comprehensive phasing study and cost estimates for transfer of County operations to the new facility, associated site work for parking, drainage, lighting, and landscaping in accordance with Martin County Code of Ordinances. The building(s) shall consist of advanced electrical and telecom loading, fire protection, security surveillance, access control, and green building initiatives. The County has programmed to fund a portion of the construction within the Martin County FY24 Capital Improvement Plan and with the potential fully fund the project upon review of the comprehensive phasing plan assessment. The primary consultant shall be an architect licensed in the State of Florida with experience in public administrative and workspace storage facility design. The County may facilitate the construction project with a Construction Manager at Risk (CMAR) delivery method. The awarded consultant shall be familiar with the CMAR delivery method.
