Specifications include, but are not limited to: The School Board of Marion County, FL desires to engage a firm to update and enhance the Marion County Public Schools’ (MCPS) Crisis Management Plan. The plan developed should be responsive to professional practice standards and procedures, including the National Incident Management System (NIMS) and Incident Command Structure (ICS), the four phases of emergency management (Prevent–Mitigate, Prepare, Response, and Recovery phases), and must address plans for crisis responsiveness to students, parents/guardians, staff with special needs, and non-English speaking individuals. The process will include the consultant’s review and assessment of the existing MCPS Crisis Management Plan and its existing implementation. Consultant will identify effective components, determine areas needing improvement, and formulate recommendations to better address both currently envisioned and potential future crises. Based on this needs assessment, ongoing consultation with MCPS staff in collaboration with local Fire Rescue, Law Enforcement, Health Department and Mental Health Agencies, the consultant will use its expertise regarding evidence-based practices and the “state of the art� in effective Emergency/Crisis Management to design and develop a new Marion County Public Schools Crisis Management Plan.
